Implementing federally certified interoperable credentialing is a significant challenge that requires expertise and experience.
The 9-11 terrorist attacks and Hurricane Katrina publicly
spotlighted the substantial logistical and tactical challenges emergency
responders face during large-scale relief efforts.
Much more efficient recognition, classification, and organization of
responders became a top priority at the Department of Homeland
Security. The result was fully interoperable electronic credentials—smart
cards—that met the Federal Information Processing Standard 201, or
FIPS 201. Federally certified interoperable credentialing programs
(or networks) are a powerful new tool for swift, seamless disaster
response. They enable incident commanders to identify and deploy skilled emergency response professionals much
faster and more effectively.
But implementation is challenging. Several non-federal jurisdictions are wrestling with the problem, but only one network is up and running.
